SMR25 Follow-Up

Between April 2008 and March 2009, ISD will be introducing an enhanced Scottish Drug Misuse Database Follow-up Reporting System. The new system is designed to collect information on clients throughout their Care Episode and will replace the current paper based SMR25 data collection system. Data will be collected at the following points throughout a clients' Care Episode:

  • Initial Assessment
  • 12 week Follow-up
  • Annual Follow-up
  • Discharge from Service
  • Transfer from service

The implementation of Follow-up Reporting will be on an ADAT by ADAT basis throughout 2008/09. It is anticipated that by April 2009, all areas will be providing full follow-up information.

Background to Follow-up Reporting:

Since the introduction of the Scottish Drug Misuse Database in 1990, data collection has focussed on information at the point of initial Assessment at a Drugs Agency/Service. In 2003, the Scottish Executive undertook a Review of Drug Treatment & Rehabilitation Services. The resulting action plan included a commitment to invest in systems required to measure capacity, access and outcomes. To this end, ISD were asked to develop a system that would allow the collection of information on clients throughout their contact with services i.e. not only at initial assessment.

Key information that will be provided by the enhanced system includes:

  • The total number of clients in treatment
  • Number of dependent children cared for by drug users who present to a drug treatment service
  • The length of time drug users spend in treatment
  • Details of the interventions received during a care episode
  • Changes which occur in people's drug use (amount, route, type) and social situations (eg. employment/education/training, housing tenure) whilst they are in contact with treatment services.

The System:

Two methods of electronic data submission will be possible in the new system, both of which use a secure internet connection. The first is an online form. Service preoviders log onto the application and submit data directly to ISD via a web form. The second is a file upload facility within the application. This will allow a local system administrator to log onto the application and submit a batch file of data from their local system directly to ISD, at given points in time. If agencies are not able to submit data electronically then a paper version of the new initial report form will be provided (SMR25a Initial Assessment (on paper)). However, paper submission is seen as only a short term interim solution until electronic submission can be achieved.
