Scottish Government Evaluation of Mandatory Drug
Testing of Arrestees pilots in Scotland
The Police and Community Safety Analytical Team (Scottish
Government Justice and Communities Analytical Services) is seeking
to commission a formative evaluation of the Mandatory Drug Testing
of Arrestees pilots in 3 police stations in Scotland (Aberdeen,
Edinburgh and Glasgow). The pilots are running for 2 years, from
June 2007 until June 2009. The findings of the evaluation will be
used to inform the Scottish Government about improvements to the
current pilots and the potential future implementation of Mandatory
Drug Testing of Arrestees across Scotland. This evaluation of the
pilots in Scotland should include an analysis of relevant research
conducted elsewhere.
The project will take place between May 2008 and
March 2009, with a budget of up to a maximum of £70,000 (excluding
VAT) is available for this work. Expressions of Interest are now
sought for this project. The expressions of interest form will be
assessed and contractors short-listed on the basis of relevant skills,
experience and demonstrated expertise in the following areas:
- Knowledge of the criminal justice system in Scotland with particular
regard to the implementation of legislation aimed to reduce recidivism
among drug users
- Experience of conducting evaluations
- EXperience of working with problematic drug users and offenders

Submission of an Expression of Interest should not
be taken as a guarantee for inclusion on the short list since the
number of Expressions of Interest may exceed the number of contactors
invited to tender for this work. All contractors who submit an Expression
of Interest form will be notified of the result of the exercise.
