In 1996, increasing concern about drug misuse led HM Inspectors of Schools (HMI) to establish arrangements for monitoring the provision of drug education 1 through surveys of schools involved in the general inspection programme. The schools chosen for the general inspection programme provide a representative sample of provision in Scottish schools.
Based on general inspection of 80 primary and 20 secondary schools in 1998/1999, 67.5% of primary schools and 90% of secondary schools provided drug education for every pupil, in line with national advice, Table 1.5

Overall, 73.1% of all schools surveyed in 1998/99 (primary, secondary and special) provided drug education for every pupil. The comparable figure for the two previous years combined was 68.4%, Table 1.6.

Consultation is currently taking place on the introduction of a new annual schools census on drug education. The census will ask every school in Scotland if they provide education on the use of controlled drugs, whether every pupil in the school will receive drug education and whether their drug education is in line with both current national advice and advice from their local authority.
